publish match decisions

A hint:

With the growing number of competitors and more match-decision rules,
it would be handy to publish for each set the rule used in the
decision. Also there will be less messages about decisions.

This could be done quite easily I think:

 - let the match contoller write the decision text in its log file;
 - store the match controller's (small) log file separately and
unzipped in the contest round directory. 

You could even make a link to it in your web site's navigation bar, so
that it can be viewed immediately in the web brouwser.
