me : Win7 / french (ç € ê œ)
So I try to this: 
Add a class with "documentation"
=> save it: the XMI is in UTF8, other file as ANSI.

Add a Text in diagram
=> save it: one PGML become ANSI as UTF-8

I attach this zargo.
Is it what you want to see yourself ? (if another simple test, I can do it tomorrow).
