[bdbxml-ann] A minor patch for Berkeley DB XML 2.2.13

A new patch is now available for Berkeley DB XML 2.2.13.  This patch  
resolves issues involved in upgrading 2.1.8 node storage based  
containers using version 2.2.13.  Source code patch files are  
available for download.
