Mckoi:Restricting IP user access

I am running into a problem restricting a remote users IP address. I am
updating the SYS_INFO.sUSRUserConnectPriv table with the correct IP
address. If I do a 192.168.1.% it works just fine but if I specify the
full IP address such as 192.168.1.20 then the database fails on
authentication. I check the database debug file and this is what is says
when I try to login.
