You are 100% right! I entered this issue into our bug database as 
"Bug #4422   mysql_tzinfo_to_sql is dynamically linked binary on
pc-linux-i686-icc". And I will try to fix it ASAP...

You can track issue progress using http://bugs.mysql.com/bug.php?id=4422

Meanwhile as temporary workaround until next release you either have 
to install missing icc related libraries or try to use mysql_tzinfo_to_sql
from non-icc binary distibution (it should put softer requirements on
libraries installed...).
