Connection disabling: Is this something I should report as a bug?

It appears as if newer MySQL versions have a security feature that disables connections from a particular host if that host generates more than a certain number of errors. I wish to disable this feature on certain servers where it causes more harm than good, but I can't seem to find any docs on how to do so. I've got a short list of why this might be: 1) The docs are sorely lacking. 2) This is a bug: developers forgot to add a knob to frob this setting. I'm just trying to figure out which one is the problem.
