Couldn't determine if this is a known issue or not but useJDBCCompliantTimezoneShift seems to behave differently based on the setting of useServerPrepStmts. If useServerPrepStmts is set to true then useJDBCCompliantTimezoneShift will result in times still being in the client locale. However, if useServerPrepStmts is set to false then useJDBCCompliantTimezoneShift will result in times being in GMT.
