mysql query browser problem

I have mysql database installed on debian linux version of mysql is
4.0. I want to you use query browser on windows machine to use the
database.When i try to access the database it returns me error Mysql
error number:2003 .Its says cannot access theinstance of the
database(10061).I don't know what wrong i am doing.I have created few
users on linux machine and given the proper access rights to them on
the mysql database.

Please guide me what how to use the query browser.
