Just on this point, I'm the author of 3 open-source, cross-platform Perl 
modules that target MS Access' forms ( Gtk2::Ex::DBI ), datasheets ( 
Gtk2::Ex::Datasheet::DBI ) and reports ( PDF::ReportWriter ). As you've 
probably guessed, I'm using Gtk2 instead of wxWidgets - Gtk2 works fine 
for me. Anyway, if you'd consider having this portion run in Perl, then 
I have things in a pretty advanced stage of development already. I have 
ported some *very* complex Access databases to Gtk2::Ex::DBI / 
Gtk2::Ex::Datasheet::DBI and had very impressive results, including ( 
compared to MS Access ):

- reduced memory requirements
- increased GUI responsiveness ( faster record navigation, screen updates )
- *massively* decreased bandwidth requirements ( configurable record 
paging allows excellent performance over dialup ... tunneled through ssh 
of course )

As well, you also get the other cool things that Gtk2 delivers, eg GUI 
design in Glade, resizable windows fill available space, etc. I've 
currently got the 2 Gtk2 modules working and extensively tested with 
MySQL, SQL Server and Postgres. Adding support for other DBs is trivial 
- in fact I suspect others may 'just work'.

The reporting module ( PDF::ReportWriter ) has XML support, and I have 
plans to make a GUI report builder that can read / write XML report 
definitions. The Gtk2 modules are simple enough to set up without any 
builder, but ( time permitting ), I plan on writing builders for them too :)

Unfortunately my project website is down at the moment ( my trusty G3 
PowerMac isn't so trusty any more ... it just bit the dust for good ), 
but I can give you screenshots, code usage examples, etc.

If this sounds acceptable, I'd be happy to collaborate with you on 
future development. I assume the main sticking point would be that it's 
all done in Perl, but trust me: I'm *never* waiting for Perl to do 
anything - always the DB server.

Hope to hear from you soon. In the meantime, I must rescue my website 
from my toasted server ...
