Indeed I can.

The issue relates to the 64-bit / 32-bit ODBC admin interfaces in Win64.

Helpfully they:
a) Look the same as each other
b) Cannot be open at the same time
c) Are both named and located in places that are not intuitive.

To edit 64-bit data sources, you need to load
c:\windows\system32\odbcad32.exe
To edit 32-bit data sources, you need to load
c:\windows\syswow64\odbcad32.exe

Ensure that you don't have either open when you run the above commands - as
they can't both be open at the same time, they will simply bring the
existing window to the front, giving the impression of having just opened
it.
