TCP/IP Port 3306 and Norton Firewall

I'm trying to install and configure MySQL on Win32 and apparently got
everything installed but it won't complete the configuration process.  It
says that my firewall must allow port 3306 but apparently it doesn't.
Norton doesn't seem to have a section in which to enable this port!  
 
Does anyone know what I'm doing wrong?
 
I don't know how to bring up the configurator again either.  Can you help
with that, too?
