Setting up users on mysql

Hello, I'm having problems setting up users on mysql. I created a database named db1, going to dos prompt and starting mysql > then give it the command: mysql -u=root -p db1; < it then request the password, which I then enter and it comes back with a error #1045 saying " access denied for user '=root@localhost' with password = YES << could you please explain what I'm doing wrong?
