just the proper permissions.

if you are on a co-hosted host, you might have to go through cPanel or 
something like that to give yourself access.  but some ISPs dont allow 
nothing but LOCALHOST...

if you run your own server, you just created an account and give that 
account access from a specific IP address or a range.

whatever you do, avoid doing the "%"...
