Since the way you implicitly convert dates is defined by client setting in
Oracle. It would be a muche better practice to always explicitly convert
the dates in Oracle using the to_date function
Ex.
MODIFICATION_DATE BETWEEN to_date('1-DEC-2002','dd-mon-YYYY') AND to_date
('31-DEC-2002','dd-mon-YYYY')
