Oracle Error 12640

Dear Experts! I'm working with Oracle EE 8.1.7 and BDE 5.01 on Win2000. I've created a application which operates on the database. It should run as a Windows Service under SystemLocal account. It does not work, I get the errormessage ora 12640 as it tries to connect to Oracle. Connecting by BDE or run as "normal" application (not service) is succesfull. I've tried to change the entry in sqlnet.ora file to sqlnet_authentication_services=(NONE), but it did not work. :( Any suggestions?
