RE: International access to Oracle databases

I used to work for an international company with database servers in 27
countries. The whole network was connected with frame relay VPN Worldcom
lines with different bandwidths, between 256 kbps and 2 MB/s depending
on the country. 
I used to work from Spain with Germany over a 512 kbps line, and I had
to say that the performance of the line was fine with over 30 users
working with an application developed in Forms6, and about 10 more users
testing some applications in a CITRIX server.
Regarding your question about the Firewall, we used "Checkpoint NG",
which has a feature that I suppose is what you are looking for. It's
possible to have a rule for example to connect with the port 1521 of a
server using net protocol, but this rule it's initially disable until a
user try to connect to this machine. Then the user must introduce a
Username and a password to enable this rule on the firewall. This
authentification is provided by the firewall, and it's completely
independent from the database authentification.
The security of the data transmitted is given by the encryption boxes at
both sides of the VPN, so in theory you'll don't have to worry about
that, but Checkpoint has also a feature to encrypt the data transmitted.
