I would suggest CMAN to control access to your databases through
firewall(s)
As for security well, you can always use the Advanced Security Option

Does anybody have any advise or experience of accessing Oracle Databases

over a Wide Area Network?

Our Worry list currently contains the following items:

1. The ability to restrict Access through our firewall to certain
databases

2. Performance of SQL*Net / Net*8 over a WAN consisting of Frame-Relay
and 
VPN (between 128Mb to 2Gb) - Does Oracle use a "chatty" protocol?

3. The security of the data being transmitted.

I would love to hear from others who have overcome these issues.
