You should use this syntax --> SET_BLOCK_PROPERTY(block_id Block,
property VARCHAR, value VARCHAR); 
So, if you want to modify the WHERE clause of your block, you have to
code something like this (note that I didn't use the compiler, so I
don't know if it works!):

PROCEDURE Change_Where_Clause( block_name IN VARCHAR2 ) 
IS block_id Block;
BEGIN 
	block_id := Find_Block(block_name);
	IF NOT Id_Null(block_id) THEN 
		Set_Block_Property(blk_id,DEFAULT_WHERE,'DEPTNO = 10'); 
	ELSE 
		Message('Block '||block_name||' does not exist.'); 
		RAISE Form_Trigger_Failure;
	END IF; 
END;
