Oracle Reportwriter

I have created a report in tabular format. One record goes to two lines. 
The second line may contain data or may not. This line prints the 
narration. So normally it remains blank. I want the below record to move 
to narration place if the narration is blank. It should not show a blank 
line for narration. 

I tried to solve this by changing the narration property i.e vertical and 
horizontal to compress but still it showed blank/empty line in previewer 
or taking hard copy.

Any help will be highly apprecaited
