No, it should happen automatically. When you customize, then close Toad, it writes the changes to a file called Toolbars.ini, in your user application data folder. When Toad starts again, it reads from that file. So unless there is something funky with your user files folder, I'm not sure what's going on. Open up Options > General and grab your Application Data directory folder. Navigate into the \User Files subdirectory.
