Interpreted (through babelfish) as: 32/64 bit has tested the result was the same with both versions

Keep in mind, Toad being 32 bit and your Oracle client being 64 bit will cause loads of other issues.  So while changing to a 32 bit client may not resolve the current issue, it is still necessary.
