Can't execute sql from package with WITH clause

Working in 11.0.0.116, when I select a sql statement from a package open 
in the editor widow and then do Execute Snippet:



It then pops up an 'Edit SQL window with the following sql prompting for 
all the values in the select statement:



*Sql statements that do not have a WITH clause seem to work ok.*
