Yes. However, watch out for the installations directory. If the
installer tries to put it into "Program Files (x86)" - or whatever it
is, it won't work from theer. Keep spaces and special characters out of
the path name.

Yes, no problem. I use a 32 bits Oracle 10 and 11 client on my Windows 7 64 bit
without any problems.
The only thing, is to be sure that the Oracle 10 client is 10.2 and higher.
There is an issue with older Oracle clients where if there is a parenthesis in
the path name, the program using the client does not work. Toad is a 32 bit
program, so the default directory is c:\program files (x86)\quest..... so Toad
could have a problem with the older Oracle client then 10.2.0.4

will need to ensure that a 32 bit Oracle client exists otherwise you will
not be able to connect to a database - of any "bitness".
Regardless of the "bitness" of the actual database, a 32 bit
client will happily connect. 64 bit Toad is coming - but it's only
recently that Delphi itself became 64 bit. There are other components used
in Toad that will need to also be upgraded to 64 bit by their developers

I'm running win 7 X64 and I want to know if Toad 9.7.0.51 will run on 64
bit win 7. I have oracle database 11g x64 running.

If you have a x64 database already installed on your computer, you don't need to install also Oracle Client.
Anyway, for using Toad, you don't need Oracle Client. You need only Oracle Instant Client.
