That worked except for the passwords.  It does create a pain point not to have the passwords as we have many environments for each application database and I have to go track them all down again.

All you need is your User Files folder under \Users\YourUserName\AppData\Roaming\Quest Software\Toad for Oracle\...\User Files

What I do is install Toad the make a copy of my new "user files" folder (just to have a backup) then copy the folder from a previous installation to my new install.   Then fire up Toad and you should be good to go.  Only issue you might have is passwords might not come over depending on if the criteria they use to encrypt the password file is not the same as on your old machine like username and so on.

It's worth mentioning that your prior user files will be automatically brought across seamlessly and you're ready to use your Toad when it starts. There's no need to manually use Utilities > Copy User Settings.
