At a very rough guess by the data you produced, I'd say the difference is in the data type.

Toad: 43 68 6C 6F  --- EB    --- 20 4C 65 77 69 73
Dump: 43,68,6c,6f, --- c3,ab --- ,20,4c,65,77,69,73

Name: Chloe Lewis <- the e being a "double char" for lack of a better term to reference the likely UTF8 language in use.

It looks like Toad didn't quite recognize the "e" in the context that it is stored.  We have the same issue at our site when we're dealing with a dataset that includes French characters.
