Editor desktop panels

Trying to get desktop panels (Data Grid, Messages, etc.) to dock at the bottom of the editor.  In the menu bar I choose Editor, Desktop Panels, Configure Desktop Layout.  This brings up a pop-up window called Desktop Panels. I check "Show" check boxes I want and choose "Bottom" in the Dock Site drop down box.  When I click Ok, nothing changes in the Editor - the panels I choose do not show at the bottom.
Using Toad 11.5.0.56.
