Don't forget that when things like this occur you can choose the three dots button on toad connection window next to oracle home to open the home selector  / correction utility - or you can run oracle's home selector - both can/will fix such issues and save the re-install

Sounds like your setting for ORACLE_HOME is trashed. Could be registry, could be in Windows itself. That's the usual cause of "Message xxxxx not found" errors.

Been working away for a while, just back, hence the delay.
