If I push that button I get a box showing Initiliazing Repository, that
stays there for 15 seconds and then goes away. Nothing happens.......

Spool SQL gives the following:
----------------------------------
Timestamp: 09:45:27.003
Connect: TOADCLOUD_USER@(DESCRIPTION= (ADDRESS= (PROTOCOL=TCP)(HOST=
toad.ch4y2wqmtnom.us-east-1.rds.amazonaws.com)(PORT=3306))(CONNECT_DATA=
(SERVER=SHARED) (SERVICE_NAME=TOAD)))

----------------------------------
Session: TOADCLOUD_USER@(DESCRIPTION= (ADDRESS= (PROTOCOL=TCP)(HOST=
toad.ch4y2wqmtnom.us-east-1.rds.amazonaws.com)(PORT=3306))(CONNECT_DATA=
(SERVER=SHARED) (SERVICE_NAME=TOAD)))
Timestamp: 09:45:48.506
Error: ORA-12170: TNS:Connect timeout occurred

Probably it is our (authenticating) proxy here that is blocking. How can
this be solved?
