Yes very curious.  I need to refresh my knowledge about SVN and authentication, but it appears that you are already  authenticated to SVN on your desktop so Toad does not need to authenticate again.  Clutching at straws here ... Is it possible that you are authenticated in SVN on your desktop as a different user than the username you entered in Toad?

I would try to do a restore defaults in the SVN Configuration window. This will delete all you login and encrypted password information from Toad SVN Login Window. There may be something saved incorrectly. This is a long shot, but probably worth trying.

If you do not want to lose Toad's login information,  you can make a copy of  SVN.INI file, in your Toad User Files directory. You can find the User Files location in Options-General - Application Data.

If I don't enter a user name and password when connecting to Subversion from Toad it connects successfully and I can now setup the Code Collections.
