postgreSQL-cygwin

Hi, i followed the steps that you wrote in your
document:

but when i try to execute the step 3.b the result is:

the files belonging to this database system will be
owned by user "Tigre"
the user must also own the server process
the database cluster will be initialized with locale C

so i can't execute the following step and i couldn't
run postgreSQL server in windows.
May i ask for your help?
