cygipc is no longer needed by Cygwin PostgreSQL.

What version of PostgreSQL?

The above should be "/usr/sbin/cygserver &" unless your current working
directory is "/".

Did you read the Cygwin PostgreSQL README?

    /usr/share/doc/Cygwin/postgresql-7.4.5.README

There is no need to use make unless you are building PostgreSQL from
source.
