initdb and postgresql 8

I'm trying to initialize postgresql 8.0 but initdb produce below errors:
$ initdb
The files belonging to this database system will be owned by user "ml".
This user must also own the server process.

The database cluster will be initialized with locale C.

Is 8.0 version working on Cygwin ? Thanks for any help.
