DBD::Pg install

PostgreSQL team,
I am trying to install the DBD::Pg CPAN module on Win32 and it's looking 
for a POSTGRES_INCLUDE directory.  I've installed the latest postgresql 
and there is not include directory.  Can somebody give me an idea here?  
Should I just create the include directory under the postgresql root?
