NOTIFY/LISTEN support

Hi,
I notice that DBD::Pg added support for LISTEN/NOTIFY functions a while back,
however, the documentation is a bit sparse.

Perhaps you would like to add an example?
I found this in the list archives:

and can confirm it works.
(Although it uses a pg function, getfd, which is listed as deprecated in the
current documentation.)
