This may not be the ultimate problem, but the first thing is to update 
your ExtUtils::MakeMaker module - NO_META was added in 6.11, released 
in 2003, so it's likely you have an older version than that. I'll add 
that requirement into the Makefile.PL file so the problem is clearer 
in the future.
