problem installing dbd-pg in windows

I am having a very difficult time installing the dbd-pg driver for postgresql.
I am using windows home, strawberry perl 5.10 (also tried it with 5.8), postgresql 8.3.

I think My computer doesn't have MSVC
via cpan I get the error message below:
