[bug] could not determine PostgreSQL library version

I've had problems installing the latest few versions of DBD::Pg.  I've
ignored the issue for the most part because of lack of time, but today
I was able to dig into this a bit more.  Here is the build result on
Fedora Core 8.  I think that App::Info::RDBMS::PostgreSQL isn't
finding the location of some of the binaries such as initdb, but I
need to poke in there a bit further to be sure.

Is this on the radar at all?  I might be able to eek out some tuits
for a patch before the end of the month if this isn't on the radar.  I
have tried upgrading to FC9 but perl is largely broken there (haven't
tried FC10 yet).
