Install Problems with v2.11.8

I am having alot of trouble installing on Fedora 10 running perl 5.10.0 on i386
DBI version 1.607
POSTGRES Version 8.3.6

I am setting my env variables as follows;

env POSTGRES_HOME='/usr/local/pgsql/'
POSTGRES_LIB='/usr/local/pgsql/lib/'
POSTGRES_INCLUDE='/usr/local/pgsql/lib/include/' perl Makefile.PL

During make test, i continue getting the following error
