If you are using a non-system wide DBI, you'll need to tell Perl
how to get to it earlier than that. Try this:

export PERL5LIB=/var/lib/pgsql/DBI-1.609
perl Makefile.PL

However, it's best to just install DBI globally. Any reason
why it is not?
