Nope. That was only part of it. We still need to handle SQL_ASCII 
databases smoothly, change the client_encoding when needed, and 
allow for pg_enable_utf8 to work smoothly. Plus lots of tests 
and documentation (hi David C!). The other David also suggested we 
think hard about a major version bump.
