Version mismatch ?

Today I tried to install and test the postgresql 7.5 version I just downloade from this link : 
http://www.hagander.net/pgsql/win32snap/postgres_win32_7.5_devel.zip

When I entered the INITDB command on my Windows 98 as follows :
initdb -L "d:/pgsql/share"

I got the following messages :
fgets failure: No error
The program "postgres" was found by INITDB.EXE but was not the same version as 
"INITDB.EXE" 
Check your installation?

Could there be a version mismatch ?
