For one thing, there are no users in Postgres anymore.

CREATE USERis now an alias forCREATE ROLE

difference is that when the command is spelledCREATE USER,LOGINis assumed by 
default, whereasNOLOGINis assumed when the command is spelledCREATE ROLE.
