Check whether the service is enabled in systemd:

# systemctl status [email protected] 
● [email protected] - PostgreSQL Cluster 12-main
   Loaded: loaded (/lib/systemd/system/[email protected]; enabled-runtime; vendor preset: enabled)
                                                            ^^^^^^^

If it isn't, enable it:

# systemctl enable [email protected]
