Which pgjdbc version are you using?

It is a default, so you might omit that

It is a bit misleading, and I would recommend to stick to sslmode.   ssl=

It does look like Java side does not support the cipher.
What was the way to create the server certificate?

Could you please list the output of
openssl x509 -in server.crt -text

?
