OpenSSL in ODBC

Are there any plans for updating this to OpenSSL 1.1.1, as 1.0.2 will be re= aching end of life by this year? Additionally, if we were to simply remove the LIBEAY32.dll and SSLEAY32.dll= files from the installation, would there be any problems at runtime? Our system is currently not using/require SSL encryption.
