More license / distribution questions

Our regional government (Andalusian Regional Gonvernment, sponsor of=20 Guadalinex Linux distribution [1][2]) is looking for small business=20 solutions (invoices, orders, payments, etc.) We told them it would be more= =20 interesting to include a development environment with a hardly usable=20 invoicing application, in order not to damage other companies offering smal= l=20 business software, and other companies could personalize this application t= o=20 something very useful with not much effort and make money with that and any= =20 other support options. They want cross-platform applications (Actually they= =20 are considering fisterra [3], facturalux[4], compiere[5], etc.) to be=20 included in the next version of Guadalinex (2005, based on Ubuntu). My questions is: is it possible to include a windows binary version of=20 Rekall ? (GPL version ? still qt 3 libs are commercial-only licensed under= =20 Windows, not?) Another question: what licenses apply to solutions designed with rekall ?= =20 Must the be GPL ? Is there a way to have "closed" solutions ? (not for us,= =20 but considering Rekall a good business software development package, this= =20 may be an interesting questions for other companies.) OT question: what is the scons/rkscan_GTK.py supposed to be (in the future)= ?
