I'm aware that there are a number of problems with the admin* files. However, 
I've decided to drop the autotools files for 2.3.x in favour of Scons, 
because (a) autotools is IM(maybe-not-so)HO a patch on a hack on a tool that 
was fine 10 years ago but is long past its sell-by date and (b) the 
continuous treadmill of autotools changes is on a par with M$oft (but with 
much worse backwards compatability)

Some specific information would help, I presume "in any case" means that there 
is something else??
