Rekall from CVS: Versioning

The CVS has been updated so that scons/settings.kde will build rekall such 
that the command is "rekall" rather than "rekall232" as previously. There is 
an alternative settings file "settings.dev" which builds rekall as 
"rekall234".

This is in preparation for producing real packages for 2.4.0. Please bear this 
in mind if you want to keep running rekall 2.2.x alongside rekall 2.3.x
