Bug in Makefile

I'm running an updated Fedora core 7 on an X86_64 architecture.

To get the compile to start, I had to hand edit a bunch of rkScan_* files in
the scons directory to make additions to the search paths.
My base system is Fedora Core 7.0

In many cases libraries are in /usr/lib64, /usr/lib64/{devel package}

Sometimes includes are still in /usr/include.  QT seems to be an exception.
Here the includes were in /usr/lib64/qt-3.3/include

Now I'm stuck.  I now get:
