I think I am finally there ... rrdtool-0.99.50 is on

ee-staff.ethz.ch/~oetiker/webtools/rrdtool/pub

you can download it ... PLEASE DO SO ...

If now new Bugs are reported, this will become version 1.0.0
next tuesday ... 

In this release I fixed parsetime so that it relay does what the
documentation was promising all along ... try it ...

0) more timeparsing fixes ... now it does really work. You can now also
   specify absolute times like "27.03.1999 20:00", "7pm 3/27/99" or
   "19990721 00:00" the "seconds since epoc" still work obviously :-)
